This bill establishes the Metropolitan Area Redevelopment Corporation, a public corporation and political subdivision of the state with jurisdiction in the metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties). The corporation's purpose is to identify and address the adverse impacts of racial discrimination and poverty in the metropolitan area by facilitating access to resources for development of healthcare facilities, small businesses, affordable housing, and other societal benefits that have historically been unavailable to communities of color and Indigenous persons due to systemic barriers. The corporation will be funded by a portion of the existing transportation sales tax revenue and can request cities, counties, or the Metropolitan Council to issue bonds to provide funding for grants. The corporation will terminate on December 31, 2031.
