AI Summary

This bill, the Coronavirus Medicaid Response Act, increases the Medicaid Federal Medical Assistance Percentage (FMAP) for states and U.S. territories that experience economic downturns (i.e., high unemployment) beginning on or after January 1, 2020. The increased FMAP would be in addition to previously enacted FMAP increases related to COVID-19, but the total FMAP cannot exceed 95%. The bill also excludes the increased FMAP amounts from territorial spending caps and includes a special rule for adjusting CHIP (Children's Health Insurance Program) allotments during fiscal years with economic downturn quarters.
