This bill establishes a more uniform, transparent, and modern process to authorize the construction, connection, operation, and maintenance of international border-crossing facilities for the import and export of oil and natural gas and the transmission of electricity. It requires a certificate of crossing for such border-crossing facilities, with the Federal Energy Regulatory Commission or the Secretary of Energy issuing the certificate within 120 days unless they find it is not in the public interest. The bill also amends the Natural Gas Act and the Federal Power Act to streamline the approval process for importing/exporting natural gas and transmitting electricity to Canada and Mexico. Additionally, it removes the need for a Presidential permit for these types of energy infrastructure projects.
