This bill, the Congressional Oversight to Secure Transparency of Relocations Act (or the COST of Relocations Act), requires federal agencies to conduct a benefit-cost analysis before carrying out a "covered relocation" - which includes administrative redelegations of functions, moves of federal agencies or their components, and combinations of these actions that involve replacing or moving more than 5% or 100 employees outside their commuting area or under the jurisdiction of another agency. The analysis must assess the anticipated outcomes and improvements, metrics for measuring them, stakeholder engagement, implementation plans, and effects on the agency's mission. The agency's Inspector General must then review the analysis and submit a report to Congress, including details on the data and conclusions of the analysis and an assessment of the agency's adherence to relevant OMB guidance. The bill does not abrogate any other legal requirements related to federal agency relocations.
