This bill, the Workforce Promotion and Access Act (WPA Act), requires the Secretary of Labor to establish a program that provides competitive grants to eligible entities (such as political subdivisions of a state, tribal entities, or combinations of these) to establish job guarantee programs. These programs must provide jobs to any eligible individuals residing in the area served by the entity, with wages of at least $15 per hour or the prevailing wage, and benefits including health insurance and paid family and medical leave. Funds can also be used for supportive services, job training, and other assistance. The bill creates a Job Guarantee Program Trust Fund to finance the grants and requires annual audits and reporting. It also expands the work opportunity tax credit to include participants in the job guarantee programs.
