It requires public agencies to include provisions in contracts mandating the use of U.S.-made steel, with limited exceptions. The bill also prohibits public agencies from making payments to contractors, subcontractors, or suppliers that do not comply with the U.S. steel requirement, and allows for the recovery of such payments. Additionally, it imposes a five-year ban on bidding on public contracts for those who willfully violate the U.S. steel requirement.
