This bill, the NEPA Data Transparency and Accountability Act of 2020, amends the National Environmental Policy Act (NEPA) to require federal agencies to submit annual reports to Congress. The reports must include information on the number of proposed actions that received categorical exclusions, environmental assessments, and environmental impact statements, as well as the time it took to complete those processes. Additionally, the bill requires the Chair of the Council on Environmental Quality and the Director of the Office of Management and Budget to develop a methodology to assess the comprehensive costs of the NEPA process, and for federal agencies to use that methodology to report annually on the costs of the NEPA process for each proposed action.
