This bill amends the Public Health Service Act to establish the Infant-Toddler Court Program, which will continue and expand a program designed to support research-based infant-toddler court teams to improve well-being for infants, toddlers, and their families. The bill provides grants to states to seed the establishment of, or stabilize and enhance existing, infant-toddler court teams for children experiencing or at risk of maltreatment. The grants require states to work with a newly established National Infant-Toddler Court Team Resource Center, which will provide training, technical assistance, and data collection and evaluation support for the local court teams. The bill also requires the Secretary of Health and Human Services to submit reports to Congress on the implementation and effectiveness of the infant-toddler court teams.
