This bill provides a framework to compensate certain residents of the island of Vieques, Puerto Rico, for the use of the island for military readiness. The bill sets forth provisions regarding award amounts for individuals who contracted chronic, life-threatening, or physical or mental diseases or illnesses during or after the government's use of the island for military purposes. The bill also provides compensation to the Municipality of Vieques, including funding for a new medical facility, research and environmental remediation efforts, and other necessary resources to address the health crisis on the island. The compensation will be paid from the Judgment Fund, as if the claims were adjudicated by a U.S. District Court.
