This bill authorizes appropriations of $300 million per year from fiscal years 2020 through 2024 for the Countering Chinese Influence Fund to counter the malign influence of the Chinese Communist Party (CCP) globally. The bill defines "malign influence" as acts by the CCP or its proxies that undermine the free and open international order, advance a repressive alternative order, undermine the national security or sovereignty of the United States or other countries, or undermine the economic security of the United States or other countries, including by promoting corruption. The bill requires consultation with and notification of relevant congressional committees on the use of these funds, as well as the designation of senior State Department and USAID officials to provide policy guidance, coordination, and approval for the obligation of the authorized funds.
