Relative to conditional access to State House grounds for temporary construction purposes

AI Summary

This bill establishes the State House Capital Fund, which will be credited with the proceeds from any license of real property related to the State House or its grounds. The funds in this account can be used by the Superintendent of the State House, after consultation with the Committee on Rules of the two branches, for capital improvements to the State House or its grounds. Additionally, the bill allows the Governor, in consultation with various state entities, to grant temporary construction licenses to owners of estates abutting the State House grounds, permitting them to access the grounds for exterior maintenance and repair work on their property. The revenue from these licenses will be deposited into the State House Capital Fund.
