The pilot program will select initiatives from the military departments and combatant commands that are well-suited to explore these consumption-based solutions, focusing on software-defined or machine-enabled warfighting applications. The bill requires the Secretary of Defense to submit several reports on the progress and outcomes of the pilot program, including lessons learned and any recommendations for statutory or regulatory changes to facilitate the use of consumption-based solutions.
