This bill, the Vaccine And Coverage Certainty Act (VACC Act), makes several changes to Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) related to the cost and coverage of COVID-19 vaccines. It ensures affordability of federally funded COVID-19 vaccines under Medicare by capping the initial payment amount and requiring manufacturers to provide rebates if prices increase faster than inflation. It also mandates coverage of COVID-19 vaccines under Medicaid and CHIP and includes them in the Medicaid drug rebate program. Additionally, the bill provides a temporary 100% federal medical assistance percentage (FMAP) for Medicaid coverage of COVID-19 vaccines and administration. It also expands Medicaid eligibility for certain citizens of the Freely Associated States and disregards additional unemployment compensation for purposes of premium tax credits and cost-sharing subsidies under the Affordable Care Act.
