This bill, the Flood Level Observation, Operations, and Decision Support Act (FLOODS Act), establishes a National Integrated Flood Information System within the National Oceanic and Atmospheric Administration (NOAA) to improve flood monitoring, forecasting, and communication. The bill requires NOAA to develop partnerships, enhance observations and modeling, designate service coordination hydrologists at River Forecast Centers, improve communication of flood risks and hazards, monitor freshwater along coasts, and support research and development related to weather and water. The bill also directs NOAA to establish a program to compile and publish estimates of precipitation frequency in the United States and creates an interagency committee to coordinate federal water management activities.
