This bill aims to address the psychological, social, and emotional needs of racial and ethnic minorities who experience trauma associated with law enforcement violence. It requires the Department of Health and Human Services (HHS) to research the adverse health impacts of violent interactions with law enforcement, particularly on mental health conditions and substance use disorders among racial and ethnic minority groups. The bill also authorizes HHS to award grants to community-based programs or organizations to increase access to culturally competent, trauma-informed care and mental health services for these communities. Additionally, the bill directs HHS to develop and implement an outreach and education strategy to promote awareness of behavioral and mental health issues and reduce stigma among racial and ethnic minority groups.
