This bill, the Countering China's Theft of American Research and Innovation Act (CCTARI Act), amends the Homeland Security Act of 2002 to provide for enhanced visa security measures. The key provisions include: 1) establishing an interagency working group to review current visa issuance and admission procedures to better screen, identify, and refuse entry to individuals seeking to engage in the illicit transfer of sensitive technologies from U.S. institutions; 2) recommending procedures and standards for the Department of Homeland Security to conduct national security reviews of certain nonimmigrant students, like those in F, J, or M visa classifications, who change to programs of study related to sensitive technologies; 3) developing a list of programs of study related to sensitive technologies to facilitate the identification of individuals requiring national security reviews; and 4) establishing a pilot program to test the use of machine-readable technology and applicant interviews to enhance visa security vetting.
