This bill: - Establishes a Copyright Claims Board within the Copyright Office as an alternative forum for parties to voluntarily resolve certain copyright claims, including for infringement, non-infringement, and misrepresentation under the Digital Millennium Copyright Act's notice-and-takedown procedures. The Board will have a panel of three Copyright Claims Officers with expertise in copyright law and alternative dispute resolution. - Allows the Board to render determinations on eligible claims, award limited monetary relief, and require parties to cease infringing or misrepresenting activities. Determinations by the Board would have a preclusive effect on the parties involved, with some exceptions. - Amends Section 230 of the Communications Act of 1934 to clarify that online platforms' immunity for content moderation decisions only applies to the extent they have an objectively reasonable belief that the material restricts access to promotes self-harm, terrorism, or is unlawful. This change is intended to provide additional legal protections for "good Samaritan" content moderation by platforms. - Requires the Register of Copyrights to study the Copyright Claims Board's operations and effectiveness within 3 years, and make recommendations on potential adjustments to its authority and procedures.
