This bill establishes a federal cause of action for individuals, including veterans, who resided, worked, or were otherwise exposed (including in utero exposure) for at least 30 days during the period from August 1, 1953, to December 31, 1987, to water at Camp Lejeune that was supplied by the United States. These individuals can bring an action in the United States District Court of the Eastern District of North Carolina to obtain appropriate relief for harm caused by or associated with exposure to the water. The bill sets the burden of proof and standard of proof, gives the district court exclusive jurisdiction and venue, and specifies that this is the exclusive remedy for such claims.
