This bill, the Restoring Education Access for Student Veterans Act, aims to provide for the continuation of certain educational assistance benefits during the COVID-19 emergency. The key provisions include: 1. The Secretary of Veterans Affairs can provide educational assistance to individuals negatively affected by the COVID-19 emergency, even if their program of education was truncated, delayed, relocated, canceled, or made unavailable due to the pandemic. This assistance can include continued monthly housing stipends and payments or subsistence allowances for up to four weeks. 2. Educational assistance provided under this bill will not be charged against the individual's entitlement or counted towards the applicable aggregate period limits, if the individual was unable to complete their course or program due to the closure or modification of their educational institution or program because of the COVID-19 emergency. 3. The Secretary can treat a course of education that is disapproved due to the COVID-19 emergency as being approved, if the Secretary determines that continuing to pursue the course is in the best interest of the individual. 4. Individuals enrolled on a full-time basis and receiving educational assistance or subsistence allowance prior to the COVID-19 emergency can be treated as full-time students for the purpose of calculating their monthly housing stipends or subsistence allowance, even if they are enrolled part-time to complete a course that was partially or fully canceled due to the pandemic.
