This bill aims to support small and very small meat and poultry processing establishments. It does this by: 1) Requiring the Secretary of Agriculture to establish a database of approved validation studies and publish scale-appropriate model Hazard Analysis and Critical Control Points (HACCP) plans for small and very small poultry and meat establishments. The Secretary must also publish guidance on the steps these establishments must take to have their HACCP plans approved. 2) Increasing the maximum federal share of expenses for state meat and poultry inspection programs from 50% to 65%. 3) Expanding the Cooperative Interstate Shipment program, which allows certain state-inspected establishments to ship products across state lines, by increasing the employee limit from 25 to 50. 4) Creating a new grant program to provide up to $500,000 to eligible small and very small meat and poultry processing establishments to help them adapt to the COVID-19 pandemic. 5) Providing grants to educational institutions and small/very small processing establishments to establish or expand meat and poultry processing career training programs.
