This bill amends the Pennsylvania Election Code to further provide for the canvassing (counting) of official absentee and mail-in ballots. It allows the county board of elections to complete certain tasks related to pre-canvassing (preliminary counting) of absentee and mail-in ballots at any point during the 10 days before election day, including the day before, as long as they complete a pre-canvass of all such ballots received prior to the Friday before election day. The bill also requires the county board to provide at least 48 hours' public notice of a pre-canvass meeting and allows one authorized representative of each candidate and political party to observe the pre-canvass process, while prohibiting the disclosure of any pre-canvass results before the polls close.
