This bill, the Aviation Industry Assistance for Cleaner and Quieter Skies Act, directs the Secretary of Transportation to establish a voucher program to assist air carriers in purchasing or leasing more fuel-efficient and quieter aircraft. Under the program, air carriers can apply for vouchers to offset the costs of acquiring eligible new aircraft, in exchange for decommissioning and recycling their currently used, less fuel-efficient aircraft. The value of the vouchers, up to $10 million, is determined based on the difference in emissions and noise levels between the old and new aircraft. The bill also requires the Secretary to establish a list of eligible aircraft and registered aircraft recycling firms, and to issue regulations to ensure the proper decommissioning and recycling of the old aircraft. The bill authorizes $1 billion in appropriations to fund the voucher program.
