This bill, the Amputation Reduction and Compassion (ARC) Act of 2020, aims to: 1. Establish a peripheral artery disease (PAD) education program to inform health care professionals and the public about PAD and ways to reduce related amputations, particularly for at-risk populations. 2. Require Medicare to cover PAD screening tests without any cost-sharing for "at-risk beneficiaries" (individuals aged 65+, aged 50-64 with atherosclerosis risk factors, those under 50 with diabetes and an additional risk factor, or those with known atherosclerotic disease in other vascular beds). 3. Require Medicaid to cover PAD screening tests without any cost-sharing for "at-risk beneficiaries" (similar criteria as the Medicare definition). 4. Require group health plans and health insurance issuers to provide coverage for PAD screening tests without any cost-sharing for "at-risk enrollees" (similar criteria as the Medicare and Medicaid definitions). 5. Disallow Medicare payment for certain non-traumatic amputations unless the supplier has provided anatomical testing services to the individual in the prior 3 months. 6. Require the development and implementation of quality measures related to non-traumatic amputations to encourage alternative treatments in lieu of amputation.
