This bill, the Telehealth Modernization Act, aims to make permanent certain telehealth flexibilities under the Medicare program that were initially authorized during the COVID-19 public health emergency. The bill allows rural health clinics and federally qualified health centers to serve as the distant site (location of the healthcare practitioner), the home of a beneficiary to serve as the originating site (location of the beneficiary) for all services, and all types of practitioners to furnish telehealth services as determined by the Centers for Medicare & Medicaid Services. The bill also retains the expanded list of telehealth services and the subregulatory process used to modify the services during the public health emergency. Additionally, the bill enhances telehealth services for federally qualified health centers and rural health clinics, and allows the use of telehealth, as clinically appropriate, to conduct face-to-face encounters for hospice care and home dialysis.
