This bill prohibits the Texas Department of Criminal Justice (TDCJ) from housing or confining inmates, including those sentenced to imprisonment or described under certain other statutes, in facilities owned, operated, or managed by private vendors. The bill also prohibits the TDCJ board from entering into contracts for housing or confining such inmates in private facilities, except for contracts related to residential correctional facilities. The provisions of the bill apply to housing or confinement on or after the effective date of September 1, 2021, and to contracts entered into or renewed on or after that date.
