This bill prohibits the state of Texas from recognizing a handgun carry license issued by another state. It amends current law to remove the governor's ability to negotiate agreements with other states to recognize their handgun licenses, and repeals sections that previously allowed for recognition of out-of-state licenses. The bill also requires the governor and the Department of Public Safety to revoke or cancel any existing agreements or proclamations that recognize out-of-state handgun licenses. However, licenses valid as of August 31, 2021, will continue to be recognized until the required revocation or cancellation occurs. The bill takes effect on September 1, 2021.
