This bill establishes a 3-year pilot program to create a portal and database for the public to report information about blocked railroad-highway grade crossings to the Federal Railroad Administration (FRA). The FRA will use the information gathered to identify frequent and lengthy blocked crossings, communicate with communities and railroads, and support efforts to prevent incidents at railroad-highway crossings. The bill also requires the Secretary of Transportation to evaluate the requirements of the railway-highway crossings program to determine if the program provides sufficient flexibility, incentives, and resources for states and local agencies to address grade crossing safety issues effectively.
