This bill repeals and replaces Section 115.646 of the Missouri Revised Statutes, which prohibits the use of public funds by political subdivisions, including school districts and charter schools, to advocate for or against ballot measures or the election of candidates for public office. The new law makes a violation of this provision a class four election offense. Additionally, the bill introduces new provisions in Section 135.715 that place limits on the annual increase of tax credits for contributions to educational assistance organizations, the number of such organizations that can be certified, and the allowable types of qualifying contributions. The bill also establishes the Missouri Empowerment Scholarship Accounts Board to administer certain aspects of the program.
