This bill, the No Funds to China's Military Act, prohibits the use of federal funds to purchase goods or services from individuals or entities that the Department of Defense has determined are controlled by or affiliated with China's military or defense industrial base. This prohibition applies to federal funds provided to state or local governments or private entities. Before an executive agency provides federal funds to such a government or private entity, the recipient must certify that it will comply with this bill. The bill also requires federal departments and agencies to submit an annual report to Congress identifying grant and other funding programs that are most vulnerable to exploitation by these entities.
