Bill Summary
An act to add and repeal Section 11376.6 of the Health and Safety Code, relating to controlled substances.
AI Summary
This bill would, until January 1, 2028, authorize the City and County of San Francisco, the County of Los Angeles, the City of Los Angeles, and the City of Oakland to approve entities to operate overdose prevention programs (OPPs) that provide a hygienic space for people to consume pre-obtained drugs under staff supervision, offer sterile consumption supplies and referrals to substance use disorder treatment and other services, and train staff to administer overdose reversal medication. The bill would require the participating jurisdictions to provide public comment opportunities, submit annual program reports, and fund a peer-reviewed study on the statewide efficacy and community impacts of the OPPs. The bill would also exempt program participants and personnel from certain criminal penalties and civil liability for activities conducted in good faith compliance with an authorized OPP.
