This bill aims to improve biosecurity efforts in California by regulating the gene synthesis industry. It requires gene synthesis providers and manufacturers of gene synthesis equipment to either be current members of the International Gene Synthesis Consortium (IGSC) or be verified by the State Department of Public Health as adhering to customer and sequence screening protocols equivalent to or stronger than the IGSC's Harmonized Screening Protocol. The bill also requires entities receiving state resources to purchase gene synthesis products and equipment only from IGSC members or verified providers and manufacturers. The bill imposes penalties for non-compliance and requires the department to develop an appeals process. The bill excludes medical and pharmaceutical research and development from its scope.
