This bill amends sections of the Education Code and the Welfare and Institutions Code related to preschool and child care services. It does the following: 1. Prohibits family fees from exceeding 1% of the family's monthly income starting July 1, 2023, and prohibits families with an adjusted monthly income below 75% of the state median family income from being charged a family fee. 2. Prohibits preschool programs and childcare providers from absorbing a reduction in pay due to waived or reduced family fees, and prohibits a reduction in the number of preschool and childcare contracted spaces and vouchers due to the reduction in family fee collection. The bill aims to make preschool and childcare more affordable for low-income families while ensuring that service providers are not negatively impacted by the reduction in family fees.
