This bill would require a state of emergency proclaimed by the Governor to terminate 60 days after the initial proclamation unless the California Legislature extends it by a concurrent resolution. The Legislature would be able to extend the state of emergency in 60-day increments, but could not extend it indefinitely. All of the Governor's emergency powers would terminate when either the state of emergency is ended by a proclamation from the Governor or a concurrent resolution from the Legislature, or when the state of emergency automatically terminates under the new 60-day rule.
