This bill would require school districts to adopt policies for the establishment of a crisis intervention and targeted violence prevention program that assists in the identification and assessment of students whose behavior may indicate a threat to school safety, and provides referrals to appropriate services. The bill would require school districts to establish multidisciplinary threat assessment and resource teams to carry out these functions, and would provide immunity from civil liability for school districts and their employees acting within the scope of their employment, except in cases of gross negligence or misconduct. The bill also authorizes law enforcement to refer a student to the district's threat assessment team if, after investigating a reported threat, it is determined the threat is not imminent.
