Bill Summary

AN ACT To amend chapter 313, RSMo, by adding thereto one new section relating to prohibiting the publishing of the names of lottery winners, with a penalty provision.

AI Summary

This bill prohibits the lottery commission, state lottery, or any contracted organization from publishing the name, address, or other identifying information of a person who wins the state lottery. The term "publish" is defined as issuing information in printed or electronic form for public distribution or sale. Violating this provision is a Class A misdemeanor. However, the bill includes an exception where a lottery winner can authorize in writing the public disclosure of their identifying information. The authorization form provided by the lottery commission must clearly state that signing the form is not required to claim lottery winnings and the winner may remain anonymous.
