AI Summary

This bill, the "South Carolina Fetal Heartbeat and Protection from Abortion Act," requires testing for a detectable fetal heartbeat before performing an abortion, prohibits abortions if a fetal heartbeat is detected with some exceptions (e.g., medical emergencies, pregnancies resulting from rape or incest), creates reporting requirements for physicians, and allows a pregnant woman to file a civil suit if an abortion is performed in violation of the act. The bill also amends existing laws to require notification of a detected fetal heartbeat to the pregnant woman and to add reporting requirements related to fetal heartbeat testing and the reasons for performing an abortion.
