This Joint Resolution establishes the "Commission on Apprenticeship Program Promotion," a seven-member body composed of designees from the Commissioners of Labor and Workforce Development and Education, along with appointees from the leadership of both the Senate and General Assembly, and the Governor, with specific representation required from county colleges, the manufacturing sector, and labor unions involved in joint apprenticeship programs. The commission's primary duty is to study and recommend ways to effectively promote apprenticeship programs to high school students, highlighting the educational value, acquired skills, and economic benefits of these programs, which are defined as registered programs offering combined classroom and on-the-job training under skilled supervision, recognized by the U.S. Department of Labor or a state agency. The commission will operate with a quorum of four members, with members serving without compensation but eligible for necessary expenses, and is mandated to issue a report of its findings and conclusions to the Governor and Legislature within one year of its organization, after which it will expire.
