This bill aims to empower communities to establish a continuum of care for individuals experiencing mental or behavioral health crises. It requires the Secretary of Health and Human Services to establish standards for a crisis response continuum, including defining core crisis services, essential functions and objectives, and service capacity and quality standards. The bill also provides for the coverage of crisis response services under Medicare and Medicaid, as well as other health plans. Additionally, it authorizes funding to support the infrastructure needed to provide crisis response services in the states and requires the development of a clearinghouse of best practices for operating the crisis response system.
