The bill also includes provisions to return any reprogrammed or transferred funds, terminate related contracts, and cease the exercise of emergency powers upon the termination of a national emergency, with some exceptions for pending actions or proceedings. Additionally, the bill establishes a 60-day termination period for national emergencies declared before the enactment of this bill, unless the President renews the emergency and Congress affirms the renewal.
