This bill, the Preventing a Patronage System Act or the PPS Act, imposes limits on excepting competitive service positions from the competitive service. Specifically, the bill states that no position in the competitive service (as defined under section 2102 of title 5, United States Code) may be excepted from the competitive service unless it is placed in one of the schedules A through E as described in the Code of Federal Regulations, and under the terms and conditions of part 6 of that title. Additionally, the bill prohibits any position in the excepted service (as defined under section 2103 of title 5, United States Code) from being placed in any schedule other than the ones described in the bill. This is intended to prevent the creation of a patronage system, where positions are filled based on political connections rather than merit.
