This bill amends the Mental Hygiene Law and the Executive Law to require the Office of Mental Health, Office for People with Developmental Disabilities, and Office of Children and Family Services to submit a detailed report to the legislature at least 365 days prior to the closure or suspension of services of any of their facilities or institutions. The report must include justification for the proposed closure, information on staffing levels and vacancies, and steps taken to recruit staff. The legislature may require additional information in the report. The bill also requires the agencies to take certain actions, such as conferring with the Department of Civil Service and Governor's Office of Employee Relations to minimize the impact on the state workforce, and consulting with other state agencies to determine alternative uses for vacated land and buildings.
