AN ACT to amend the civil rights law, in relation to imposing limitations on the use of drones within the state

It prohibits law enforcement agencies and state/local agencies from using drones to gather evidence without a valid search warrant, except in exigent circumstances. The bill also prohibits the use of drones to conduct surveillance or monitoring of individuals in their homes, places of worship, or closed private property. The bill provides exceptions for law enforcement use in certain circumstances, such as to counter a high risk of terrorist attack or to patrol national borders. Violations of the bill's provisions are punishable as a class B misdemeanor, or a class C felony if committed in conjunction with a felony.
