This bill criminalizes the sale of "ghost guns" - firearms, rifles, or shotguns that do not have a serial number. It also requires gunsmiths, who are required to be licensed, to register and serialize any unserialized firearms, rifles, shotguns, finished frames or receivers, and unfinished frames or receivers in their possession. The bill creates two new criminal offenses: "Criminal sale of a ghost gun in the second degree" for selling a ghost gun, and "Criminal sale of a ghost gun in the first degree" for selling ten or more ghost guns. The bill provides exceptions for voluntarily surrendering ghost guns to law enforcement or selling them to licensed gunsmiths within six months of the bill's effective date.
