This bill authorizes the Commissioner of Transportation to conduct a study on airborne ultrafine particles (UFPs), which are particles less than or equal to 100 nanometers in diameter. The study will analyze the impacts of certain large hub commercial airports on UFP concentrations, investigate the characteristics of UFPs (including their sources, health effects, and exposure to vulnerable groups), and identify measures to reduce emissions from aircraft and airport operations that contribute to UFP exposure. The Commissioner will coordinate with the Commissioners of Environmental Conservation and Health to provide data and assistance for the study. The findings and recommendations will be reported to the Governor, Senate, and Assembly within two years of the bill's effective date.
