This bill amends the Civil Service Law and the Administrative Code of the City of New York to allow public employee organizations an opportunity to reconsider and re-vote on a written agreement that was initially voted down. The bill defines a "ratification period" during which the employee organization can formally accept or reject the agreement, or submit it for a re-vote. It also prohibits the public employer from withdrawing or repudiating the agreement during this ratification period. Additionally, the bill makes it an improper practice for the employer to interfere with or coerce the employee organization or its members during the ratification process.
