This bill amends the Workers' Compensation Law by adding a new Section 23-a. The key provisions are: 1. Mistakes, omissions, defects, or other irregularities in the cover sheets accompanying applications for administrative or full board review (known as forms RB-89 and RB-89.2, respectively) shall not be grounds for denial of the applications. 2. Mistakes, omissions, defects, or other irregularities in the cover sheets accompanying rebuttals to applications for administrative or full board review (known as forms RB-89.1 and RB-89.3, respectively) shall not be grounds for denial of the rebuttals. 3. The Workers' Compensation Board shall allow for the correction of such mistakes, omissions, defects, or irregularities within 20 days of written notice by the Board, or if a substantial right of the filing party is not prejudiced, the Board shall disregard the irregularity. 4. The provisions apply to all forms prescribed by the Board with respect to applications for board review, full board review, or rebuttals, after the effective date of the bill.
