This bill amends the Executive Law and the Administrative Code of New York City to prohibit landlords or their agents from denying a potential tenant's application solely based on the applicant's criminal history. It also requires the Commissioner of the Public Housing Law to promulgate rules and regulations for state or locally funded rental subsidies or affordable housing lotteries that prohibit inquiring about an applicant's criminal history before determining eligibility, limit denials based on criminal history to only cases directly related to public safety, prohibit consideration of sealed criminal records, and allow for appeals of rejections.
