This bill amends the social services law and the executive law to establish new rights for youth in detention and residential care facilities operated, licensed, or certified by the Office of Children and Family Services (OCFS). The bill requires OCFS to promulgate regulations informing residents of their rights, including the right to a safe, sanitary, and nurturing environment, an individualized services or treatment plan, access to necessary services and activities, and the ability to communicate with family, attorneys, and other authorized individuals. The bill also requires OCFS to establish youth advisory boards within its residential facilities to assist in policy development and service delivery. This is intended to ensure that youth in these programs are treated consistently with the law and receive appropriate and quality care.
