AN ACT to amend the social services law and the executive law, in relation to residential programs for children
AI Summary
This bill amends the social services law and the executive law to establish new rights for youth in detention and residential care facilities operated, licensed, or certified by the Office of Children and Family Services (OCFS). The bill requires OCFS to promulgate regulations informing residents of their rights, including the right to a safe, sanitary, and nurturing environment, an individualized services or treatment plan, access to necessary services and activities, and the ability to communicate with family, attorneys, and other authorized individuals.
