This bill directs the director of the Office of Information Technology Services to conduct a study on the use of biometric identifying technology, such as facial recognition, in public and non-public elementary and secondary schools, including charter schools. The bill also prohibits the use of biometric identifying technology in schools until July 1, 2022 or until the Commissioner of Education authorizes such purchase or utilization, whichever occurs later. The study will examine the privacy implications, impact on civil liberties and civil rights, effectiveness for school security, data sharing and retention, and other related issues. The director must consult with stakeholders and relevant state agencies in preparing the report.
