This bill establishes a duty for peace officers to intervene when they witness another officer using excessive force or engaging in wrongdoing. The bill requires officers to report any witnessed wrongdoing to a supervisor and prohibits agencies from retaliating against officers who intervene or report in good faith. The Washington State Criminal Justice Training Commission is directed to develop a model policy on the duty to intervene by December 1, 2021, and all law enforcement agencies must adopt and implement a duty to intervene policy by June 1, 2022. The bill also mandates that the Commission incorporate training on the duty to intervene in basic law enforcement training by January 31, 2022, with officers who completed training prior to that date required to receive the training by December 31, 2023.
